Well the first thing you need to check is your virus setting and port settings on your CMTS for example there are several virus's out there that cause a computer to send and receive ping's continuously and the computer owner is not aware that there is an issue, So when you call and say you need to cut back they tell you that they hardly use the thing. There are also many other virus's that will hog up band width out there that can be blocked at the router and CMTS. If you see a user that has a high usage you may also want to schedule a service call to test there PC for virus related issues, They will be more understanding of you blocking there modem until the issue is repaired if you show them that the problem is on there end.
