#1 Re-route, I have never came across a RR crossing I couldn't get around.
#2. UG, it takes some time, on site meetings with RR, DOT, State & town but you'll get the permit.
#3 Joint Ride with power, some fishing stories and a steak dinner will get them to raise, they will break thier own rules if you handle it right.
