I assume you are working in cable and not DBS. My two favorite meters are the Wavetek (Acterna) CLI 950/1450, or Applied Instruments MDU meter. The CLI series meters will do just about anything in cable, including leakage, and they're not that expensive.
Aplied Instruments' MDU meter will read signal levels for CATV, Off-air, and L-band, but it has an analog needle display on it. Newbies are scared to death of an analog display, but it works better than a digital display. Just my two cents.
