Right now all television stations are broadcasting analog signal, with a number of them broadcasting digital as well. Eventually, they will all go digital, in which case your old analog set will require a set-top digital tuner. This is not likely to happen in our lifetimes, regardless of what you may have heard.
There was talk about ten years ago of the Federal government providing 50 dollars to every American to offset the cost of a digital set-top tuner, just to help speed up deployment of digital TV broadcast. The whole idea sort of petered out and nothing was ever done.
Remember, TV broadcasters are licensed to broadcast "in the public interest". It is not "in the public interest" to require every little old lady on a fixed income to go out and buy a brand new digital television so she can receive the Emergency Alert System.
