I worked for an hsp real briefly. The phone deal came up along with many other issues......where you have managers who will not interrupt their plans for insertion of reality you gotta bail.
If the phone issue was important to DTV they would provide splitters in the ird box.
I called in to report "no landline" therefore cancel the work order. They said they would "apply for a phone line exception". Right!
One thing that my help. Pull the phone line with one of the shortest single runs. If you are starting at the e-meter/gnd the telco box is nearby. I do it often & charge for the phone line for TIVO / DVR installs.
