To be honest, it's really not that bad. I remember when we worked in systems that werent set up for return yet installing digital boxes. Had to have a phone jack for every digital box going in. You get used to it...you learn a lot of tricks doing phone jacks (especially if you cut the wrong wire too short and are stuck there for 5 hours rewiring a lot of their phone system).
Also, I don't know your HSP is, but we were able to not run phone jacks simply by stating on the work order that the customer did not have a home phone, just a cell phone. If they don't have a home phone, there is no reason to run phone jacks. I wouldn't make a habit of it, because they'll catch on and possibly fire you, but it's one of those ways around things.
