Are you sure thay are thieves?? Direct tv provides a product for small cable operators, The headend's use the same recivers as a resadential recived but the p5 card only is authorized for one or a few chanels depending on the package. They subscribe to direct tv as a system operator.
I have built several of these systems and added other services to them like public acess and hsd.
