If you organize and bargain a contract that gives you the jurisdiction over the work; they can have all the people standing on the street corner all they want; union members from your shop will have to do the work!

And don't let the companies try to scare you with saying that you'll have to go out on strike. Most Broadcast/cable unions have alternative means to put pressure on the companies to bargain fairly and thus get you a fair and equitable contract. Its an old tactic employed by companies to scare their employees to not unionize.
