The enclosures are only due to HSP's not wanting to buy them
plain and simple.
And in sat we are not allowed to drive grounds ourselves either as your supose to be a bonded electrician , or some kinda certification to do it. but if one is there and available we are not prevented from useing them. same for cold water pipes(that have running water in them) or meter corners etc.....
