If the power is grounded to the water main, there is no need for a separate ground rod. In houses in rural areas with wells, a ground rod will always be used. In a lot of cases there will be no ground rod, only a 6 AWG pigtail under the electric meter. The pigtail is what is normally connected to the electric ground rod, if it is used.
