Most all nodes expect about 0dBm at their reciever, RF levels will vary depending on channel loading and optical modulation levels.
If the reciever has a dc voltage IPD testpoint, 0dBm will read about 1.0 volt DC. Any less than 0.5Vdc (-3dBm)or more than 2.0Vdc(+3dBm) will likely be a problem.
