There are 100's, maybe 1000's, of people out there like your business partner SCcabledude. For one reason-or-another, at one-time-or-another S@#t happened. However, if a person has, "paid their dues to society", and, kept clean for a number of years why shouldn't they be afforded the opportunity to make a living ('decent' is almost nonexistent with prices in the industry today)? Does a misstep mean the person does not have the desire to support a family? Pay bills? Get hungry? Are we becoming a nation of such tunnel-visioned persons that we cannot see past an indiscretion? Are we becoming trained circus monkeys? Only doing what the other person does with no thinking for ourselves? Are we a society of Hear, Speak, See no evil and there is no evil? Hell, there have been crimes of some degree since time began.

But, if you have been in this business long enough, lived long enough and are streetwise enough you should be able to rely on the "bottom line," gut-instinct. A person's appearance, demeanor, verbal communication and equipment should be enough "background check" to keep most of us from having to use our liability insurance.
