Placement of the multi-switch really doesn't matter, except for cosmetics. If they want the switch on the dish, put it there.

But if I read you right, they are allowing the sub to "sign off" on a non-grounded system? This you cannot do, and neither Dish Network not the prime have any say-so about it.
