I will ad to your answer//It is usually a faulty transformer that serves the custormer// Inside the transformer it doesnt regulate a proper polarity between two positives which cancels out your basic earth to ground therefore creating an open ground. in short it can create all kinds of problems from inductive on the coax to a microwave oven malfunctioning, to a light bulb going bright then dim. It is a very serious electrical hazardous situation for the homeowner and can cause fire or death.
