Simple! Supply and demand. Back in the late 70's when I started they were building everything. As the demand for cable went up so did the amount of people doing the work.
Now with most towns having cable the need for people is less and the prices go down as there is competition for the work remaining.
The way I see it there will be another cable boom in the coming years as the life expectancy of the cable is drawing near and starts failing these systems will have to be replacing it.
Since these some of these systems have rushed into Telephoney, they will need to replace everything and not do just an upgrade.
