I think admin wants to keep things like that in a PM form. It would not be fair to charge someone for placing a classified ad for tools for sale and then allow someone to post the same thing in the forum for free.
I think if you PM'd the guy that it would go through and you could probably do business that way. Then again, some people just do not read their PM's... I have two that were never opened in my folder (when you send a PM and it remains in your "sent" messages, it has not been opened by the other party) and they are from over a year ago.
Same thing applies for finding work too.
