FTTH-Fiber Access Terminals and Data conversion

Is anyone familiar with the method that VZ is employing to convert optical to copper at the customer demark. Is every house required to purchase or lease a optical modem? From the FAC (Fiber Access Terminal) is this going to be the customers responsibility similiar to the existing plant?
