Tha accepted design tilt for an 52- 870 MHz amplifier is usually around 12dB, usually something like 47/35 dBmV output levels. Unity gain would dictate that all amplifiers have the same designed output levels.
It seems to me that they didn't design to manufacturers engineering sppecs and you can only expect high triple beats and noise due to low levels.
