Thanks for all of your inputs. Keep in mind that this was not a problem we found in the field after the system was built. This was what the design called for. The system had 14 actives in it, and none of the outputs were the same.
And it was a government project. Yo tax munny at work. The company was Compath, Inc. (you may have heard of them, as in Chicagoland, Denver, and DFW). They're, thankfully, out of business now.
