This brings up long overlooked issues in the industry, The Telco industry for many years have used a tool called a 188A stop light voltage tester that with proper training and usage would prevent this situation.
Many techs out there today don't know power or the different types of power systems bonding and grounding they just know the norm for there area. And by the way any vertical can be hot, bonded or not it is all the difference in potential to ground.
The stop light voltage tester checks your potential to ground to what you are testing and will warn you if current will flow if contact is made, while providing 20,000 volts of insulation to you while testing.
This tool has been a requirement and standard issue equipment for years in the Telco industry but not Cable TV. Why is that are we less important?? is the cost of a few hundred bucks to save a life to much???
We need to hold our employers accountable to safe working standards, if we don't who will? If you are working in the cable or Telco industry I recommend that you look into this tool and bring it to your employers attention.
Safety is as much our responsibility as it is our employers.
