Bid Time is not to be extended

Who (an MSO) calls that a bid be in by a such said time can not extend it? or can they......I knew it was against the law for us to colaberate with other bidders ....right? so why can one extend the bid close time not once not twice but three times???? (DIRT BAGS) HEY WHO WERE YOU SAVEING THE BUCKS FOR.....YOUR COMPANY STILL HAS TO ANSWER TO THE SEC
