Gotta have more information????? Is the picture blurred at the amp or in the building, or is it blurred between the 1'st amp in the node, give me some variables here , such as its the second amp in cascade from the node? What kind of power supply, What Kind of cable , what kind of equipment? What kind of node? Who manufactured the fiber? What are the amp spacings, I don't care what the print says, tell me the real world. Not to put you down but if you want an intelligent set of steps in diagonising your problem please give all the varibles. You will get your answer from a union of cable dog/dawgs. We are all in this together my brothers!
