Several posts mentioned 'walkouts.' It has been my experience that new maps rarely are 100% correct. This is due in part to the person who has done the walkout. Whether they are not trained properly, don't give a s@#% or are just lazy doesn't do the person in the field any good when they have to shut down because new design doesn't coincide with what is actually in the field. To me, 'as-builts' are just as important as a lineman's bell-wrench, a splicer's coring tools/cordless drill, a tech's meter. Also, a good set of 'as-builts' can usually settle problems that arise in the field faster than calling a plant mgr, supervisor or tech. When a person is working footage even a short shutdown can kill production, and your money for the day. [when was the last time you can remember a plant mgr, super or tech responding immediately?] Unfortunately, most maintenance contractors and inhse techs don't take the time to document changes made on their field maps, then transfer them to the main system maps. [The last time I had a "Good" set of 'as-builts' that I could refer to was when splicing for XL Overhead Construction out in Modesto/Tracy, Cal] The person doing the walk-out should be held accountable for all changes that have occurred in a system and not been documented - only because they are the last person to see the entire system, as it is, before drawings are submitted for redesign. The contractor (inhse emp or subs thereof) should be back-charged for any lost production due to lack of accurate 'as-builts.' Just as system mgrs should be held accountable to make sure the 'as-builts' are available. Just my opinion as to what system/job needs.
