I ran a turn-key project and found a good way of keeping track of material in and out of warehouse for splicer. I would issue every coax splicer a standard truck stock and then every evening they would come in and do there daily production and do a material usage form for that particular days work(everything used) and I would in turn turn that into the warehouse and have that material re-issued to that splicer the very next day, granted the warehouse would start work earlier than the splicer, but it seemed to work very well and I could account for all material.
One other thing I would stress really hard is Q.C. start from the beginning of the job and get experienced personnel to do the job, get with the system folks and see what they are looking for in their system clean-up can and will eat up your profit at the end of the job if not hit with full force in the very beginning of the project.
