I moved from Waldorf, MD to Indiana in 2002. (yeah, yeah. I now know it was a bonehead move). Most winters were usually late, mid December on. However, when it did snow you could lose up to half-a-week per snow. I averaged about 2 - 3 weeks work per month from Dec - Feb on. And I am know warm weather baby!

R U doing aerial or underground splicing/linework? That also makes a difference. Underground construction is shut down. Your crews can keep bread on the table until the weather breaks. You won't get rich either.

Doesn't Eastcomm have the maintenance contract for Montgomery County? I contacted them once but did not receive a response. If you need, I can give you the names/numbers for people that live in that area. They can affirm what I have told you about winters.
