There is no need to risk any kind of legal action by using a black list-simply use a rating system kinda like AAA does with motel/hotels. Allow your association memebers to rate the contractors they work for if they can back it up with evidence, ie: broken promises, unpaid retainage without written reasons.
JUst a thought from one who gave 15 yrs to the effort the first time, (1967-1982) and seven the second time (1993-2000).
Now I'm doing much better- my mind is slowly returnig to me and I don't suffer from night mares anymore!!!!!
