You need to get your signal readjusted. I have spliced in the rain more times then I can count, and never had a problem.
If you can't splice in the rain, you shouldn't be doing cable.
Also if you haven't seen it rain all day, for more then four days, you haven't been to Florida, unless it was for vacation.
