This is all bull****, if the man didn't do the work correctly then pay him anyway and then FIRE him, you don't keep him working for you and not pay him. That's the problem with all this ****, Instead of holding him around and pissing everyone off by holding his money you should have QC'd his jobs immediatley and before all this got outta hand payed him for a couple of days worth of installs and then cut him loose, I see this all too much,,, YOU make money off these tech's by letting them install for you knowing full well they are not complying to your standards and then everyone gets a bad rap all the way around. I'm NOT saying he is a bad installer because i don't know him but if the guy did the labor then pay him and then let him know that he's not needed anymore, that way he can't badmouth you for being a greedy little prick and this all would have been mute!
