Holy..... where I am, I work in two different systems, I work in Charter some of the time, and I work in Comcast some of the time... In Charter, we can leave temp drops only if they are called in to dispatch, and approved by the installation supervisor. If a tech (especially a contractor) leaves a temp drop, no matter how safe or out of the way, he/she is gone.....
In the comcast system however, if the existing drop does not work, or there is too much ingress in the line, we are required to make a temp drop in the path of least resistance.... meaning if it is a front yard eazment, then the drop runs across the edge of the road through the driveways to the corner of the customers property and then to the house.... This is to be "noted" on the workorder and we are "supposed" to place flafs along the temp drop.... I have been here in the Comcast system two years or better and have only been given a total of three flags. I request them every time I put in a parts req.....
