The terrorists have nothing to lose in Iraq. Before the war, it was a secular government that included women and even (gasp!) Christians. There was no government support for terrorists nor production of weapons that they could get even if the government would let them. Worst of all for them (terrorists), a majority of Iraqis blamed and hated Sadam Hussein for the poor conditions of their lives even more than the Great Satan America.
The only difference with a democracy (not that it's even close to likely in Iraq at this point) would be that the fundamentalists get new freedom to spread word of their cause without threat of torture, imprisonment and death. That doesn't help us at all.
Our own democracy has shown that terrorists are often homegrown. From Timothy McVeigh back to the Revolution there are hundreds of examples where people became disenfranchised and used terrorism as a tactic. Black militant groups in the 60's, labor groups in the early 20th century, abolitionists in the last century (leading to the Civil War) are just a few examples.
People who watched thier kids suffer in poverty and die to disease for lack of basic medicine while their country is sucked dry of oil by wealthy nations aren't likely to care that their kid died in a democracy or under the rule of a dictator, or if it's ultimately their fault for allowing their government to do it. They are going to lash out against whoever they see as "in charge". Bin Laden and his ilk preach that the U.S. is "in charge" and responsible for all of their problems. It's a seductive argument, and especially so when U.S. soldiers are stationed around town holding M-16s.
