It went into Bankruptcy for a reason. Be careful.
Contact the Feral bankruptcy court. Get the name and number of the person/firm assigned to act in behalf of the firm in the case. Or contact the firms principals to see if an asset sale is possible to help close the case for the creditors. They will list with the court their assets and liabilities
It is possible for a sale to a new corporation to be handled for pennies on the dollar of debt, sometime not.

See that you have enough working capital for at least48 months. Have to give yourself time to turn around the cash flow.
Be prepared to do some market research as to why the firm is going bankrupt. To be successful you must be able to overcome the problems they were not able to do.
Get funding for improvements, rebuilds, service enhancements. Is the system to small to make data and telephone service cost effective. Find other services to offer not now offered.
Pay per view, additional channels,
Are the franchise agreements easily transferable to new owners.
Are there any sunrises in them, Local chanal service, inets, high percentage fees.
Do you want to assume the contracts from the programmers or would it be better to start off with new ones.

Would you have to move the business office or head ends?
Would you want the people that are there now to work for you? Programmers and employees will have to be taken care of first
