RICHARD DALBELLO is the President of the Satellite Industry Association (SIA), the premier trade organization representing U.S. space and communications companies in the commercial satellite arena. Richard joined SIA in August 2001, with over 20 years experience in the space and communication fields. With Richard’s assistance and leadership, SIA acts as the unified voice of the U.S. commercial satellite industry on policy, regulatory, and legislative matters of common concern.
Prior to joining the SIA, Richard was the General Counsel of Spotcast Communications, Inc., a global provider of mobile marketing solutions for hand-held wireless devices. Before Spotcast, Richard was Vice President of Government Affairs, North America for ICO Global Communications, a global provider of mobile satellite communications services. While at ICO, Richard was responsible for establishing the company’s North American office and leading the company’s government relations effort in the US and Canada. Prior to ICO, Richard served as the Assistant Director for Aeronautics and Space in the White House Office of Science and Technology Policy (OSTP). As Assistant Director, Richard played a lead role in the Administration’s development of space and telecommunications policy.
Prior to joining the White House, Richard held senior positions at NASA and the Department of Commerce. Richard holds an LLM from McGill University, a J.D. from the University of San Francisco, and a BA from the University of Illinois.
