It depends... if it is a dead short it should be less than 10 ohms. If the short is close it will be 2-3 ohms - this is on the leg with a short. The readings will always vary because of the distance to the short.

If it is a partial short then it could be up to 40 ohms or so. A partial short will affect signal as well as draw extra amperage - but may not blow a fuse or completely take down a power supply. This is why I like to use amperage draw as the deciding factor of whether a leg has a short or not.
