You could do it that way but some old equipment will read as a partial short - like 15-30 ohms. so you may chase down an old active instead of a short or, you over look a partial short (thinking its old equipment) and think that leg is OK.
But, if you don't have a VOM with amperage, ohming it out will get you by.
