How's Job is it???? That depends on the job, If it is a composite price of splicing then it is the splicer, If it is a composite price of the strand then it is the construction crew.
If it pays piece rate and the construction crew did not do it and you are there splicing well I look at it 2 ways 1st its more money for the splicer at a location and second we have always had the rule in cable TV last man on a location is responsible for that location so you either report it or fix it.
