Here it is in a nut shell, strand crews do ALL vertical bonding, in most cases 1st, 10th and last, they don't do the continuity bonds, these are left up to the cable crew because in most if not all cases, there is a lot of re-sag involved and if the CB's are all cut and tightened up, well you just end up taking then off, re-cutting the strand to make a new bond. The rule of thumb on retro's is that if you touch it, you bond it, meaning if the construction crew is doing extensions, take offs or over lash, they bond it, one other thing the construction crew is responsible for is re-attaching existing bonds when they raise or lower the existing plant, be it new build or retro, mostly in new builds though, if it's a straight up splicing retro the splicers do all the bonding, but in the real world, at the end of the job there is always a skeleton crew(usually a couple green beans or a crew thats on some one's sh*t list) running around town for the next 2 weeks with a truck full of rods, copper, split bolts and weavers, working off the MSO clean up sheet.
