This is not CPD. It is a carrier which has entered you system, possibly at a home, bad cable, bad drop, etc. Still I would check for proper balance of the system, especially at the node. Otherwise, you may want to have someone monitor the spectrum analyzer in the headend while someone else drives the node out with a CB to see if it comes in anywhere. If there is a serious point in the plant that is allowing carriers in, it will show up with the CB and probably, but not necessarily, it will show up as a leak on any leakage detector.
