Im not the sharpest tool in the shed but,the state hires minority contractors and thats where you will find out about the law.As far as an MSO, they take the lowest bid or the contractor they like the best (thier relative) or the guy that greases the palm.Minority law doesent seem to make much diffrence to these guys.Maybe you could set a lawer after them.Good luck.
