Sounds like you have a mess as some small systems can be. I would recommend doing some design calculations on your system to see what you need from the tap to hit the TV sets at around 0 to +10 dB.

If you are working with SA Le's it depends on the model and FREQ range on the Le's you are working with but here is an example that may work for you.

I am working on a small SA system similar to what you are and the Le's are 750 MHz. The recommend input to the Le's are 12 to 14db flat and the recommended output is 38 OVER 46.

If the signal for all channels is microwave to you and simply converted to RF you will not have control over individual cannel settings such as modulation and delta. You will simply pad your launch amp according to the recommended in and output levels and balance the rest of the plant accordingly.
