I probably can't really answer the question but I used to work for McLeodUSA, I created the splice docs for the guys. We were all laid off. The state and McLeod put fiber all over the state in the 90's. The local cable company Mediacom is buying all the old unused fiber into the small towns. So I would guess there would be splicing available. Where in Iowa is he looking to move?
