It owuld be nice to get a tech out there with some test equipment. Measure the hum level. Also look at the tap with a battery operated test set to eliminate the commercial power to the house. If the pics look good then we can start looking at some kind of electrical problem in the house. Does he have an electric hot water heater they are my favorite for problems in the house.
Not saying it is in the house just thinking out loud ( it Hurts )
