The FCC requires that you provide 0db of rf or above on every channel in the line up at the tv set. Your tilt may very depending how close you are to the launch amp.
As an installer you should be concerned with the 0db or above, also the amount of drop loss. If you take a reading at your tap and deduct the insertion loss from the drop and splitters in the line and the levels match what you are reading your install is good. If there is a problem with the levels out of the tap like not enough signal or to much tilt or reverse tilt you report it to the maintenance manager and they take it from there.

If you are interested in learning how to do a proper install and trouble shooting I would recommend joining the SCTE at http://scte.org and also purchasing there installer manual, when completed you can become an SCTE certified installer and continue to the next course.

The cable company should be able to give you guidelines for minimum and max signal from the tap.
