You've got whats called a 'reverse tilt'. I am guessing you are taking levels at the back of the box? How long is the drop? Any splitters involved? Take levels at the tap. If you still get low #'s on the upper channels and high #'s on the lower channels, turn it in for the maintenance techs. If it is high # on upper channel and around 8-10 db lower on the lower channels, there is a problem somewhere between the drop and the inside drop(s).
I have seen too many good boxes get sent back for repair for no reason. If a GOOD installer is doing his job, he/she should verify, BEFORE he/she leaves the job, where the problem is BEFORE swapping out the box.
An EXAMPLE of acceptable signal levels at the taps port would be 21 on channel 113 and 12 on channel 3. Known as a 9 db tilt. Knowing the tap value while important knowledge is not necessary as far as you are concerned. Thats more for the repair techs. JUST AN EXAMPLE ONLY.
