Bonding & Grounding,

To ground something is to drive a ground rod and in a ground wire to the earth ground, To bond is to make a conductive connection to an existing grounded surface or device. What is better,

It is always better to bond when working around other devices that are grounded, I will explain why. Take a pole structure for example, You have Power, Phone and cable on the same pole. and the technician working on any of these may come into contact with the other be it a ground wire strand ect.
If each has its own ground they may experience different soil content and states of corrosion causing different levels of resistance to ground. This will cause a difference in potential between the grounds. So if you have stray power going to ground over the phone strand and the cable strand has a better ground, when you make contact between the two you will be electrocuted.

However if they are bonded together they are one grounding system and at the same potential to ground so no current can flow and you never get shocked.
