I have had some luck using a AM radio to find the source. tune the radio to noise, as in no audio. Beat the poles with a hammer and listen for an increase in the buzz. You will know it when you find the pole.
Also call you local power company the big guys have equipment to track down EMI.
Is this a new problem to your headend? In the Chicago area it is usless to try and fix.
