I Was running ADSS fiber for ACC (division of allegheny power) a few years ago supposedly for businesess mostly.western PA and south. all of it was below power but still in their space (6" below nuetral; 24" below secondary ect...) I have seen it above power in northern PA. never heard of anything "through" power though.
