This is my second reply. The first was a note to his private mail box. One of the things I forgot to mention was the splicer may be asked on at an employment or accident hearing if he went to the ped location before and after this one to check on what sort of conduit came ou in those holes before cutting. And was he instructed to do so before cutting duct by his employers. the arguement would then be No instruction, no training hence no fault.
