NEVER CUT ANYTHING WITH A TORCH, wake up son, who in the hell ever taught you to cut conduit with fire? Home Depot, Plumbing: Conduit Cutters,,,and if you are going in an occupied hole check around, who dug it, why they dug it, becuase if the holes still open, the job's not done, it's the last guys responcibility to past on ALL information pertaining to that hole.
