Cox worked to hard to acquire all the areas surrounding Norfolk, Portsmouth, Va Beach, Hampton, Newport News and WIlliamsburg to sell. they want to own it all, they wanted Suffolk but it was a package deal with the Eastern Shore, not cost effective with the Bay Bridge tunnel fees of 10.00 each way. So they let it go.
