No, it doesn’t defeat the purpose. If you read the objectives you would have seen it was not intended to hurt anyone, not the installer, customer, or satellite company. Most of us just did other work on the 17th (I did an XM commercial job). The point was to let DirecTV and DISH know that we could act as one if we decide to.
It was definitely heard by both as both were contacted by numerous reporters. Their response was that they were unaware of any issues. Now they are. Of course, many installers would rather have beer money today then a secure job tomorrow. Go figure.
